Scorpene Evolved Built In Indonesia, By Indonesia, For Indonesia
NAVAL Group’s contract for the delivery of two Scorpene Evolved submarines to be built in, by and for Indonesia, within Indonesia’s very own PT PAL shipyard via a transfer of technology from Naval Group, has entered into force on July 23.
The two Scorpene submarines will be built and commissioned in Indonesia. The management, operation and maintenance of the force will be conducted in Indonesia, by Indonesian actors, ensuring both Indonesian sovereignty and the creation of thousands of long-term high skills jobs.
Since the signature of the contract, together with the Ministry of Defence of Indonesia, Naval Group and PT PAL has been anticipating its implementation by undertaking design activities, long lead item purchases and planification process activities.
In the coming weeks, PT PAL welders will be welcomed in France to follow specific on-job training and around 50 experts will be based in Indonesia to train more than 400 Indonesian engineers in submarine construction.
A long-term strategic partnership for Indonesia
As part of Naval Group’s commitment, numerous memoranda of understanding (MoU) were also signed on June 12 with Indonesian defence industries, as well as an agreement with Indonesia’s National Research and Innovation Agency (BRIN) for future common R&D programs in defence marine technologies.
On July 1, the creation of the subsidiary PT Naval Group Nusantara materialised this commitment, demonstrating Naval Group’s willingness to support Indonesia as a long-term strategic partner.

Together with our strategic partner PT PAL, we will to support Indonesia in its ambition to build a modern, sovereign, and resilient Indonesian naval industry for the benefit of the Indonesian Navy” said Chairman and CEO of Naval Group Pierre Eric Pommellet, .
“This step is a high commitment and trust of the Indonesian government in the capability of local engineers to advancing defence technology, especially submarine technology. The government’s commitment in realising the independence of the defence industry is also supported by the provision of Government Capital (PMN) to fully support the whole local production of submarine at PT PAL. In the future, Indonesia is expected to be able to master submarine technology.” said President Director of PT PAL Dr. Kaharuddin Djenod.
During the recent Indo Defence Expo in Jakarta, PT PAL signed agreements related to the Scorpene Evolved submarine and frigate business enhancement with Naval Group for future prospects. PT PAL will focus on the construction of the Indonesian Navy’s two Scorpene Evolved submarines ordered in 2024 before continuing with other collaborations.–nvl/adj/dl (Pix:NAVAL GROUP)
