INDONESIA’S PT PAL and France’s Naval Group signed a Memorandum of Understanding (MoU) to explore cooperation on the maintenance, repair, and overhaul (MRO) of submarines. The signing took place during the Danantara Technology Innovation Investment Forum (DTIIF) 2026 in Jakarta on October 27.

This initiative opens opportunities for PT PAL to develop its technical capabilities in submarine repair and maintenance—ranging from the mastery of technology to the enhancement of the competencies of its engineers and technicians. The specific scope of the collaboration will be determined based on the user’s requirements and mutual agreement between the two parties.

PT PAL possesses prior experience in submarine overhauls, notably with the KRI Cakra-401. Such work encompasses the handling of pressure hulls, mechanical and electrical systems, sensors, navigation, and weapons systems. This experience serves as a foundation for the company to further develop its engineering expertise and facility capacity to manage the complexities of submarine maintenance.

PT PAL Director of Production Diana Rosa stated that mastering submarine MRO capabilities is a crucial component in building an independent national defence industry. “Through this collaboration with Naval Group, we hope to strengthen our technical expertise and the competencies of our Indonesian human resources. This will enable PT PAL to better support the operational readiness of the Indonesian Navy (TNI AL) while simultaneously building domestic capacity for submarine maintenance,” said Rosa.

Developing submarine MRO capabilities requires a sustained focus on technological mastery, facility readiness, and the continuous professional development of experts. Through this partnership, PT PAL aims to bolster the capacity of the national industry to meet domestic submarine maintenance needs, thereby gradually reducing reliance on foreign support.
